In 1999 CONACAMI established a national network of 16 regional groups to document illegal dumping of mining waste on communal lands and the expropriation of lands from indigenous groups, and to teach regional representatives to advocate on their own behalf. Indigenous communities in particular have special rights to be consulted about mining projects, which are protected under international law."
